MEDAN DELI — The Belawan Harbor Quick Response Unit from the Drug Investigation Unit of Belawan Harbor Police secured a 31-year-old man identified as H, suspected of distributing crystal methamphetamine on Mangaan I Street, Neighborhood IV, Mabar Hilir Ward, Medan Deli District, Medan, on Thursday (17/9/2026). Officers also secured three other men suspected of being users.
The investigation into this case went beyond physical apprehension, focusing on linking valid legal evidence and tracing the distribution network operating behind the suspect.
Public Tip-Off and On-Site Enforcement
Chief of Belawan Harbor Police, Senior Police Commissioner Adjunct Aditya S.P. Sembiring, M.Si., through Head of Drug Investigation Unit Police Assistant Commissioner A.R. Riza, S.H., M.H., stated on Tuesday (22/9/2026) that the operation originated from a community report regarding narcotics transactions at a residence in Mabar Hilir.
Investigators conducted surveillance before moving in at approximately 11:00 AM WIB. Suspect H attempted to discard physical evidence using his left hand during the arrest. However, officers successfully confiscated four packets of crystal meth, an empty clip plastic bag, a pointed pipette, a white container, and IDR 60,000 in cash from the suspect.
Strengthening Evidentiary Standards Under the New Code
Investigators did not rely solely on suspect confessions. The three accompanying individuals—J (49), DA (32), and AF (24)—underwent interrogations and urine screening, testing positive for methamphetamine. Urine samples were secured as admissible evidence to corroborate the physical meth packets seized at the scene.
This operational methodology aligns with Law No. 20 of 2025 on the Criminal Procedure Code (KUHAP), effective since January 2, 2026. The updated regulation requires suspect designations to be grounded in a minimum of two valid pieces of legal evidence, explicitly incorporating physical evidence to support scientific crime investigations conducted alongside Bareskrim Polri’s Forensic Laboratory.
Tracing the Supply Network
Police Assistant Commissioner A.R. Riza emphasized that his team is actively expanding the case to identify the primary supplier providing meth to H and map connected distribution networks. All four suspects and confiscated items remain under processing at the Belawan Harbor Police Drug Unit.
