BATAM — Criminal law enforcement in the clash on Setokok Island, Bulang District, Batam City, relies on meticulous processing of physical evidence from the scene. The Barelang Police and the Riau Islands Regional Police acted swiftly to secure the perimeter and collect physical evidence establishing the foundation of the case.

Field investigators verified incoming information to prevent unverified opinions. Chief of Barelang Police, Senior Commissioner Anggoro Wicaksono, led the interrogation of 16 witnesses to reconstruct the timeline of the clash that claimed two lives on Monday (14/9/2026).
Based on witness testimonies and matching physical clues at the scene on Tuesday (15/9/2026), investigators named three suspects identified as RS, P, and SH. The handling of the case remains strictly focused on a land ownership dispute, setting aside any non-factual communal issues.
Material Proofing Through Seizure of Physical Evidence
The investigation proceeded with the reinforcement of physical evidence outlining specific suspect roles. Head of Criminal Investigation at Barelang Police, Police Commissioner Agung Tri Poerbowo, confiscated key items including two air rifles, a nibung wood spear, and a suspect’s mobile phone.
Evidence testing revealed that suspect RS discharged an air rifle more than eight times toward the victims, suspect P cocked and aimed the weapon, while suspect SH carried a sharp weapon and incited the crowd during the perimeter fence destruction.
Application of the New Criminal Code and Ongoing Investigation
Investigators applied provisions from the new Criminal Code to ensure legal compliance. Suspects RS and P face charges under Article 458 paragraph (1) and/or Article 262 paragraph (1) and/or Article 466 paragraph (1) and/or Article 306 in conjunction with Article 20 of Law No. 1 of 2023 on the Criminal Code, carrying a maximum penalty of 15 years imprisonment.
Meanwhile, suspect SH was charged under Article 307 paragraph (1) of the Criminal Code concerning unauthorized possession of sharp weapons and Article 246 letter a of the Criminal Code for incitement. Investigators continue to expand the investigation to examine potential involvement of other parties.
