JAKARTA – The National Police Chief General Listyo Sigit Prabowo has prepared a management strategy to avoid congestion or overcrowding at the blocking points during the Implementation of the Emergency Community Activity Restrictions (PPKM) for Java and Bali Islands.
This has been instructed to all Kapolda ranks throughout Indonesia in a video conference (vicon) related to the implementation of the Emergency PPKM field.
“Perform guard management and insulation systematically so that there is no buildup, congestion and crowds. Personnel plotting is balanced with the people passing by,” said Sigit in a written statement, Jakarta, Tuesday (6/7/2021). Sigit explained, for the road blockage model, among others, is installing a warning sign that there will be a blocking post with a distance ranging from one kilometer, 500 meters to 200 meters.
“Before the post and for the public to prepare letters such as SIKM, SPRT, and negative results of antigen swab,” said the former Banten Police Chief. For checkpoints, said Sigit, there must be a minimum of 30 joint personnel from the TNI, Polri, Dishub, Nakes, Satpol PP or Linmas.
Furthermore, his staff were also advised to put up banners to disseminate information to the public regarding mobility restrictions in accordance with the Minister of Home Affairs Number 15 of 2021.
“Creating inspection barricades to separate two-wheeled and four-wheeled vehicles to facilitate inspection,” said the former Police Criminal Investigation Officer. Furthermore, checking body temperature for road users, checking completeness letters in the form of SIKM/SPRT, certificate of negative RT-PCR results or antigen swab results, and certificate of working hours from the workplace.
Conduct random sampling of antigen swabs and for people who have reactive results, immediately evacuate to an integrated isolation place or the nearest referral hospital for an RT-PCR test immediately.
“For people who are not interested or can’t show the required documents, then do a detour. Those who work in essential and critical sectors are allowed to continue their journey while still showing a certificate from their place of work containing working hours and shift distribution. For those who work in non-essential sectors are prohibited from crossing,” said Sigit.
Later on, specifically for health workers, logistics for transporting food, daily necessities, gojeks that serve take away will be allowed to pass. Given, they meet the needs of the community. Sigit emphasized that there are still people who are confused about the categories of workers in the essential, critical and non-essential groups. So it is necessary to make a Worker Registration Certificate (STRP).
This needs to be immediately optimized in the DKI Jakarta area and other areas so that they can immediately do this. Meanwhile, for the management of insulation at the port, among others, are making barricades to separate two-wheelers, four-wheelers, and public transportation as well as passengers who do not use private vehicles.
Install banners regarding restrictions on community mobility in accordance with Inmendagri Number 15 of 2021. Postal officers consist of a minimum of 30 personnel, TNI, Polri, Dishub, health workers, Port officers, Satpol PP or Linmas.
Then, check documents in the form of a vaccine card of at least one dose, a certificate of negative RT-PCR results for a maximum of H-2 or rapid antigen for a maximum of 1×24 hours, and fill in the E-HAC.
“For passengers with Covid-19 indication symptoms, even though the RT-PCR certificate and antigen are negative, the passenger is not allowed to continue the journey and is required to carry out an RT-PCR test and be isolated while waiting for the test results,” said Sigit. Then, regulate the volume of passengers and vehicles that will enter and purchase tickets online to determine passenger capacity and distribution of departures so that there is no accumulation.
Similar management is also carried out for travelers through stations, terminals and airports. For residents who use airplanes, they must bring a vaccine card for at least the first dose and a negative result of H-2 RT-PCR.
Sigit emphasized that the situation and conditions during the Emergency PPKM did not make the community comfortable. However, this is done to maintain the safety of the Indonesian people to avoid the danger of the corona virus.
