The National Police Chief Emphasizes Itwasum that the Police Must Be a ‘Firm Referee’ Who Doesn’t Hesitate to Issue a Red Card

National Police Chief General Listyo Sigit Prabowo attends the analysis and evaluation coordination meeting (Anev) of the Police General Supervision Inspectorate (Itwasum), in Yogyakarta, Friday (17/12/2021).

On this occasion, the National Police Chief conveyed a message from President Joko Widodo (Jokowi), regarding the main role of the supervisory function to ensure that an organization runs as it should in order to achieve the expected goals.

“Be it the planning, the readiness of the human resources, the logistics, how to use the budget. So you can really be held accountable. Because the basis of budget-based performance is how to account for everything, so that it is accountable, effective and efficient,” said the National Police Chief, starting his briefing.

Within the Polri organization, the National Police Chief emphasized that the Itwasum Polri is a central part. The National Police Chief compared Itwasum to a referee in a sports match. Which, must be able to be firm when there are violations that occur.

“Like a sports match, colleagues are a referee who is able to be a strict referee. So that the match can run well, run fairly, there are no players who commit violations, offside or even we are involved in one of the players’ clubs,” said the former Banten Police Chief.

As a strict referee, said the National Police Chief, he must know when to issue a yellow card and a red card. In fact, the field jury can also expel a player in a match if he commits a severe violation.

“So it’s time to see when this should be given a yellow card. Teammates also do not hesitate when given a red card. Even colleagues can also ask players to leave,” said the former Police Criminal Investigation Officer.

The analogy, said the National Police Chief, Itwasum must act as a party to ensure that the National Police is in accordance with its main task, namely, to serve, protect and protect the community. Thus, the level of public trust will continue to increase towards the Bhayangkara Corps institution.

“So that they can actually carry out their main duties to protect, serve and protect them professionally. Then comes trust. Because of the good service and then our expectations of public satisfaction which of course will increase. Public trust will increase, of course, this is very good for the organization in the future. Public trust and satisfaction is very important. So that the Police present in the field are truly loved by the community,” said the National Police Chief.

More deeply, the National Police Chief asked Itwasum Polri to be able to adapt to the development of the strategic environment. The development of information technology and other challenges, said the National Police Chief, the National Police must be able to quickly adapt to these.

“It is also the attitude of all Polri personnel so that they can really handle all of this. Of course, the role of Itwasum Polri is to always remind and take advantage of the development of the existing strategic environment. Such as the use of information technology. How we want it or not, we must be transparent and accountable. This is a public hope that continues to grow and we guard and maintain that the organization really achieves its goals well,” said the National Police Chief.

In more detail, the National Police Chief explained about the transformation to the Precision Police in the field of supervision which includes supervision of all areas of organizational transformation, operations and public services. Itwasum Polri must ensure that this is carried out in accordance with what has been targeted.

Regarding supervisory management, the National Police Chief conveyed that it must include, providing quality assurance, providing consultation, policy formulation, development and planning, providing technical direction and guidance, and mentoring activities.

From all this, it is hoped that audits, reviews, follow-up monitoring, evaluation, socialization, and assistance and quality control will take place. So that a well-executed management process can be realized.

Regarding this matter, the National Police Chief said that the Precision Command Post that he had formed was still carrying out surveillance related to this matter. The assessment was carried out in order to have one measure of both quantity and quality.

“Regarding the transformation program in the field of supervision, 3 things have been conveyed, supervision by the leadership on each activity, strengthening of the supervisory function and the establishment of a community supervision function. Where from the 3 programs, the achievement is almost 100 percent, so in this case I congratulate my colleagues,” said the National Police Chief.

The National Police Chief emphasized the matter of handling public complaints to the police. Currently, said Sigit, the National Police already has Dumas Presisi and Dumas Surat. Therefore, he asked his staff to follow up on public complaints by providing responsive, communicative services, good complaint management, professional officers, development of handling and no complaints.

“So we can follow up on public complaints. If we take the wrong steps then new problems arise. What was previously a complaint that was not true but we didn’t respond appropriately has become a new problem. Community expectations must be answered. If we can carry out escorts, people hope that complaints will be followed up,” said the National Police Chief.

The National Police Chief also mentioned the phenomenon on social media that often raises violations by police personnel. He also discussed the emergence of several hashtags. In fact, there is a stigma that is not viral, so the legal process does not run.

Regarding this phenomenon, the National Police Chief emphasized that there must be an evaluation process to eliminate the stigma that develops in society. According to Sigit, this evaluation is part of the current Police which is not anti-criticism towards input from the public.

“This is the time for us to improve to do better things. How do we see the development of social media related to uploaded events. This is the duty of all of us,” said the National Police Chief.

According to the National Police Chief, all current police personnel must be able to get out of their comfort zone. This is in order to realize the hope of the community as a Police who is loved and expected.

Therefore, the National Police Chief said, there must be a strong and inherent leadership spirit in every Bhayangkara Corps personnel. Leaders, said Sigit, must provide services, carry the vision and mission of the organization, understand the field, make decisions quickly, and understand the difficulties of members.

“This must be given an understanding. So that the manager level from bottom to top adjusts. My hope is to be a leader to serve not to be served. So please help to supervise,” concluded the National Police Chief.
