National Police Chief: Police HR Must Create Competence in Ethical Values

Jakarta (Jakarta)The National Police Chief General, Listyo Sigit Prabowo, asked all his staff in the National Police to become “chefs” who mix ethical, leadership, and technical competencies to create superior human resources as expected and trusted by the community.

This statement was made by Sigit at the close of the National Police HR Development Coordination Meeting (Rakorbin) in Yogyakarta on Friday (11/19). “Polri’s HR is in every single character of Polri’s HR,” Sigit explained.

According to Sigit, with the establishment of superior Polri human resources as expected by the community, this is also in accordance with the spirit of the idea of a Precision Police transformation (Predictive, Responsiveness, and Transparency with Justice).

Where they must have predictive abilities, have ethical capabilities for responsibility and be able to carry out their duties in a fair and transparent manner, “said the former Banten Police Chief.

According to Sigit, the creation of Precision Police Human Resources is also a follow-up to President Joko Widodo (Jokowi)’s expectation of the Bhayangkara Corps in order to provide services to the community and maintain public security and order (kamtibmas).

Citing the statement of the President of the Republic of Indonesia, it is important to have superior human resources in creating a precise police force. He conveyed this some time ago, how he hopes that the police will be precise in carrying out their authority. For this reason, the development of Polri’s human resources must be seriously considered. Starting from recruitment, education, and promotion, it is carried out in a transparent and accountable manner to shape the character of Polri’s human resources who are able to carry out their duties to the challenges we face today. Then we take advantage of the development of science and information technology that continues to grow until now, “said Sigit.

The former Head of the Criminal Investigation Unit of the National Police hopes that this coordination meeting for human resources will produce an innovative formula as a road map in order to create superior Polri personnel who are ready to face the challenges of an increasingly complex future.

From an internal perspective, Sigit said that superior human resources will be able to make the National Police much better in the future. Thus, public trust in the police will continue to increase in the future.

Sigit stated that with the development of human resources, it will eliminate the stigma in society regarding the handling of selective cases, poor ethics, the fact that law enforcement is sharp downwards but blunt upwards, and the occurrence of violations committed by unscrupulous people.

On the other hand, Sigit also emphasized the need for the HR ranks of the police to continue to improve the welfare of all police personnel in Indonesia. As one of the professions that has a fairly high stress level, Sigit emphasized that welfare issues must be considered carefully.

According to Sigit, with an increase in welfare, it will further motivate the staff to carry out their duties properly and become calmer.

Furthermore, related to this welfare, there is also a theory which states that if the quality of life is much better, then the stress level of members will certainly decrease with the fulfillment of the welfare, said Sigit.

One of the things that must be considered for all police officers is preparing a proper place to live. So, continued Sigit, personnel who have just become police do not need to worry about shelter. Sigit also has a program of 100 thousand houses for police personnel.

At least in the cities, we can help build official houses for them. Is it in the form of flats, is it an official house, or other forms that we can collaborate with? so that our members don’t have to worry about things like that from the start. On the one hand, of course, it will be easy when we need members in a short time because official houses are prepared, dormitories or flats are prepared. Because when there is a sudden call of duty, they can come more quickly, “said Sigit.

In addition, Sigit also asked the National Police HR to provide counseling services for police officers who have a high risk of work-related stress or pressure. The reason is that it can also prevent potential violations when carrying out their duties in the field.

On the other hand, Sigit requested that Polri’s human resources pay attention to members who are sick. He stated that currently there is an e-Yankes application to monitor the health of personnel.

“We hope that the existing applications will continue to be utilized and developed for the process of monitoring our members who have unmonitored chronic diseases.” At least, this is the organization’s focus on our sick members.We ensure the progress of treatment with collaboration between human resources and health. So then our members can really return to health, “said Sigit.

More deeply, Sigit said there must be a reward for personnel who excel and carry out their duties well. In 2021, Sigit said that he had given rewards to 3,056 personnel. Please make this system so that members get service, especially for members who are on duty. They may be far from being monitored. So that when it is not visible, it can be monitored by our radar. This is the task of all of us. I hope that the motivation of members will continue to increase in 2022. If what I give rewards increases, it means that the motivation of members will definitely increase in carrying out their duties, “said Sigit.

On this occasion, the National Police Chief also provided assistance to the children of Polri personnel who died due to COVID-19 while carrying out their duties at the forefront of handling and controlling the COVID-19 Pandemic.
