TEGAL — A resident of Wangandawa Village, Talang District, Tegal Regency, contacted the 110 Hotline on Sunday morning (20/9/2026) to report alleged illegal cockfighting. In less than an hour, Tegal Police personnel apprehended a suspect and secured physical evidence at the scene. For criminal investigators, however, physical apprehension marks only the beginning of a rigorous legal process. Investigations are built upon verified, admissible evidence rather than stopping at physical detention.
From 110 Hotline Complaint to Scene Inspection
The 110 Hotline operator logged the report at approximately 10:20 AM WIB. The information was immediately dispatched to duty officers. Joint personnel arrived at the location at 10:53 AM WIB, confirming active cockfighting operations as reported.
Officers secured a suspect identified as DHP, a resident of Tegal Regency, alongside physical evidence consisting of one cockfighting ring set, four fighting roosters, and six motorcycles. The operation involved coordinated action among the Duty Officer team, Operational Duty officers, Talang Sector Police, Traffic Unit officers, and Criminal Investigation Unit personnel.
Duty Officer First Inspector Septiar Setiawan, S.H., explained that all 110 Hotline reports are followed up with direct field inspections to ensure public order disturbances are handled procedurally. Officers then transferred DHP and all physical evidence to the Criminal Investigation Unit for further examination.
Apprehension as the Starting Point for Scientific Proof
This investigative phase is critical under Law No. 20 of 2025 on the Criminal Procedure Code (KUHAP), effective since January 2, 2026, which mandates a minimum of two valid pieces of evidence to designate a suspect. The updated code explicitly includes physical items and digital evidence within valid legal classifications. Mid-Ranking Legal Division Officer Senior Commissioner Dr. Beridiansyah noted that this regulation shifts the evidentiary focus from suspect confessions toward scientific crime investigation.
Prior cases in Tegal Regency underscore the necessity of sufficient evidence. During 110 Hotline responses in Tembok Luwung Village (November 2025) and Mulyoharjo Village (August 2026), officers responded promptly but found no active perpetrators at the scene, preventing further prosecution. In Wangandawa, verified field findings opened the case, but DHP’s statements must still be corroborated with physical evidence.
Procedural Testing and Evidence Admissibility
The updated legal framework expands judicial oversight regarding investigative actions, including verifying the validity of searches and seizures. If a seizure is ruled procedurally invalid, the physical items are rendered inadmissible in court.
The confiscated ring, roosters, and motorcycles are currently being logged and secured under strict protocols. Criminal Investigation Unit officers are ensuring every physical item directly correlates with the alleged offense attributed to DHP.
A rapid response within minutes serves as the gateway to meticulous investigative work. Through the commitment of #ReserseBekerja, professional law enforcement is measured not only by speed of arrival, but by procedural consistency that stands up to scrutiny in the courtroom.
